We propose a diffeomorphism invariant generalization of Fierz-Pauli massive gravity on arbitrary curved background. In general, graviton mass term in addition to the spacetime metric also involves an auxiliary reference metric. Here we suggest a new method of invoking dynamics for this reference metric. As in arXiv:1002.3877 we employ four Higgs scalar fields in order to give mass to the graviton, and we introduce a non-flat metric on the internal space of the scalar fields. Thus the auxiliary reference metric of massive gravity gains dynamics through the dependence on the scalar fields. The proposed model is verified by explicit analysis of the physical degrees of freedom of massive graviton on de Sitter space.
