A relatively homogeneous sample of 950 Ly-alpha forest lines has been formed from 38 QSO spectra. A redshift index gamma of 2.37 + or - 0.26 is found to describe the evolution of the Ly-alpha forest clouds if the data are parameterized by a single power law. A more relativistic value for gamma of 2.75 + or - 0.29, however, is obtained when the proximity effect is taken into consideration. It is confirmed that there is indeed statistically significant evidence for the inverse effect in the sense that there are fewer lines near QSO emission redshifts. The inverse effect can be explained as a proximity effect caused by the enhanced ionization of hydrogen clouds due to the nearby QSO, provided that the clouds are highly ionized. The background mean intensity at z between 1.7 and 3.8 is estimated to be -21.0 + or - 0.5. No significant correlation is found between the proximity effect and the radio properties of the QSOs. Explanations for the inverse effect are discussed.
