Models are studied in which the universe is dominated by hot dark matter and density perturbations are generated by randomly distributed relic seed masses. A model is found which produces galaxies much earlier than standard hot dark matter models and in which the high redshift galaxies are strongly clustered. The evolved density distribution is characterized by a smooth distribution of matter in the low-density void region. These results are independent of number density, and there is no correlation between the number of seeded masses and the number of galaxies.
