The paper outlines a rationale for the exploration of Venus by probe missions. The fundamental reason for exploring Venus is to find out why a planet which appears at first sight to be a twin of the earth should be so hostile to life. One major question regarding the atmosphere of Venus is why the CO2 that outgassed from it during its early history did not follow the terrestrial path and form carbonates and oxygen that permitted the development of life. One explanation of this, the greenhouse effect, has significance in relation to modern man's injection of large amounts of CO2 into his own atmosphere. Also, the simpler meteorology of Venus may provide a convenient laboratory for developing dynamic circulation models.
