A formalism is developed for studying two-dimensional equilibria of a system consisting of thermal gas, a magnetic field, and cosmic rays in a region of the Galaxy of the order of several hundred parsecs in the gravitational field of the disk stars. The thermal gas and cosmic rays are assumed to be perfect fluids with scalar pressure. The MHD energy principle is used to investigate the Parker instability. For two-dimensional equilibria the expression for the volume energy functional reveals two possible destabilization sources: field curvature and the gravitational field.
