A particular continuous solution describing the process of primordial black-hole formation in a Friedmann universe and the subsequent accretion of dust onto a primordial black hole is obtained in the framework of the general quasi-isotropic Tolman solution. Criteria for black-hole formation are analyzed, the time required for the initiation of gravitational collapse is evaluated, and the dependence of black-hole mass on time is examined. It is shown that the rate of accretion depends on the form of a function corresponding to the total energy of an element of matter.
