Observations have revealed that the solar wind electron distribution function consists of several components: a thermal core, a suprathermal halo, and an antisunward, magnetic field-aligned component, so called strahl. The observed pitch angle distribution of the strahl electrons has a finite width that contradicts to assumptions that the mirror force in the solar wind should focus these electrons into very narrow distribution, so some mechanism that is responsible for scattering of the strahl electrons is needed. We found that the strahl - solar wind plasma system is unstable with respect to excitation of lower hybrid waves at anomalous Doppler resonance. It was shown that the wave excitation leads to pitch angle diffusion of the strahl electrons and a shell distribution formation. The suprathermal halo formation was studied.
