The response of horizontal wind in the D-region above Irkutsk to the geomagnetic storm of March 13, 1989 was investigated. The effect of the geomagnetic storm is manifested in the loss of stability of the wind system, in a significant increase in the velocities of the meridional wind and especially the zonal wind, and in changes in the phase of the semidiurnal tide. It is shown that the geomagnetic field has a destabilizing effect on horizontal winds in the lower ionosphere.
