A mechanism of electron-density decrease in the E-layer under
geomagnetic disturbances is discussed. It is shown that, by taking into
account variations of the atmospheric density at heights of about 100
km, it is possible to explain the drop in the critical frequency f0E
which is observed after geomagnetic disturbances.
