By averaging the collisionless kinetic equation over local fluctuations of the gravitational field background the kinetic equation for massless particles in an unperturbed Friedmann universe is obtained allowing for gravitational interactions. As local inhomogeneities of the space-plane universe the sum of uniformly distributed, spherically symmetric fluctuations of an ultrarelativistic fluid is considered. It is shown that a homogeneous and isotropic distribution function does not lead to a vanishing collision integral.
