The reaction photon into electron and positron in a superstrong magnetic field (of the order of 4.41 x 10 to the 13th G) such as is found in the vicinity of pulsars and neutron stars is studied. The condition of unitarity and the standard dispersion technique were used to compute the two-dimensional polarization operator of the photon and, using this result, to find the vacuum correction to the Coulomb law and the refractive coefficient of a photon in the superstrong field
