In this paper we discuss the proposal to build a neutrino facility at
the recently-completed Spallation Neutron Source (SNS) at the Oak Ridge
National Laboratory (ORNL). This facility can host an extensive,
long-term program to study neutrino-nucleus cross-sections in the range
of interest for nuclear astrophysics and nuclear theory.
