The abundances of carbon, nitrogen, and oxygen in 26 galactic nebulae are determined on the basis of ion recombination line intensities of these elements. The obtained abundances exceed by a factor of 2-10 the abundances determined from intensities of the lines excited by the electron impact. The influence of the electron density fluctuations on the recombination line intensities and the intensities of the lines excited by the electron impact is investigated. It is concluded that electron temperature fluctuations strongly effect the determination of element abundance. The sizes of possible dense clumps in the nebulae are estimated.
