The evolution of strong plasma irregularities is analyzed using a two-layer model. The analysis is carried out for the case where the disturbed concentration of the irregularities is much greater than the background concentration determined by an external electric field normal to the magnetic field. The physical mechanism responsible for the formation of strongly inhomogeneous concentration profiles, that are similar to shock waves in gas dynamics, is examined.
