Increments and maximum amplitudes are evaluated for oblique electromagnetic ion-cyclotron waves excited during the decay interaction of whistlers. The most effective process here is the scattering of whistlers into a region of large angles of the wave normal, close to the resonance cone. The interaction of electromagnetic ion-cyclotron waves excited in this process with particles may be an important mechanism for the acceleration of ionospheric ions during the injection of intense VLF waves into the ionosphere.
