In the present reinterpretation of eight of the nine glitches observed from the Vela pulsar, all glitch data sets may be described in terms of the distinct components of short and intermediate time scale exponential relaxation, followed by long-term recovery. The two former components' exponential relaxation is now interpreted as the linear response of vortex creep in those regions of the pinned superfluid in the neutron star crust through which no sudden motion occurred at the time of the glitch. The tendency of glitches to leave permanent spin-up remnants is seen as the result of a discrete internal torque which couples part of the crustal superfluid to the observed crust in glitches.
