Results are reported from a coincidence search for short bursts of gravitational-wave (GW) radiation, using three second-generation cryogenic resonant-mass detectors (at CERN, Stanford, and LSU). The data acquisition and analysis procedures are described in detail, and the results are presented in tables and graphs. No excess of coincidences is found, down to the Brownian noise level, in 55 h of observations by all three detectors, and also in double-coincidence periods of 81.75 h (LSU-CERN), 850.78 h (CERN-Stanford), and 131.48 h (LSU-Stanford). New upper limits on the rate and strength of GW pulses reaching the earth are determined. Also presented is an analysis based on the assumption that there are GW sources near the Galactic center: two coincidences are found at zero delay time between CERN and Stanford, with amplitude h(th) = 1.25 x 10 to the -17th.
