On the basis of an analysis of variations of energy weights of coronal multipoles in solar cycle 21, it is shown that large-scale magnetic fields with dimensions exceeding half solar radius (dipole field and quadrupole field) are formed of smaller-scale magnetic fields. Large-scale fields with structural dimensions smaller than half solar radius (octopole field) are formed at the increasing phase of the solar cycle independently of small scale fields and at the declining phase of smaller scale fields. At the increasing phase of the cycle every multipole beginning with an octopole simultaneously becomes stronger and at the declining phase of the cycle the multipoles also decline from multipoles to dipoles.
