The continuity equation for the ionospheric F-2 layer is examined term by term to establish which processes might or might not cause significant changes in electron density, particularly the large increases and or decreases associated with geomagnetic storms. Production and loss processes are discussed, and the transport term is considered, both generally, and in terms of specific processes. Possible causes of significant F2-layer perturbations are discussed, including atmospheric gravity waves, solar ionizing radiation, and soft particle precipitation.
