Using a two-dimensional model, a study is made of the dynamics of plasma irregularities, embedded in a weakly covered plasma, containing an electric field transverse to the magnetic field. The analysis shows that due to field aligned and Hall plasma drift, the irregularities are divided into two parts, one of which is stretched along the magnetic field.
