The scatter-broadened image of a radio point source in the presence of strong interstellar scintillation has been studied theoretically and numerically. The characteristics of the image depend on the integration time, t(int), of the observations. Normal VLBI corresponds to t(int) between the diffractive time scale and the refractive time scale. The shape of the image in this case is insensitive to the bandwidth employed but does depend on whether the power spectrum of density fluctuations in the ISM is shallow or steep.
