A formal generalization of the Nyquist formula for an antenna in a
possibly anisotropic equilibrium plasma is presented along with
practically useful expressions derived from it. It is shown that this
can explain some preliminary results of the recent three-dimensional
radio mapping experiment (SBH) on the ISEE 3 spacecraft.
