The important role of the solar wind in the formation of 11-year variations of cosmic-ray density is confirmed for the example of the 21st solar cycle. An analysis is made of yearly values of cosmic-ray intensity for 1976-1982 according to Iakutsk ionization-chamber data, corrected for Ip, W, the aa-index. The results predict a softer energy spectrum of 11-year variations of cosmic-ray density in the first half of the 21st cycle. Data for 1976-1982 confirm this prediction; beta is equal to 6.3 during this period.
