Absolute measurements of the mean scattering cross-section of an electron in incoherent backscatter from the ionosphere have been carried out with an accurately calibrated radar. It is found that the measured cross-section at the F2-maximum exhibits a strong diurnal variation with a maximum value of about half the classical electron cross-section occurring during the night hours. This is in good agreement with the theoretically expected value for conditions of thermal equilibrium. During the daylight hours the measured cross-section is generally about 0.25 of the classical value. The lower daylight value indicates that in the presence of solar radiation the temperature of the electrons in the F-region can be up to three times the temperature of the positive ions. Some dependence of the excess electron temperature on height has also been found.
