A novel method for measuring the velocity of vertical motions in the D and E regions is proposed. The method is based on the phase measurement of radio waves scattered by artificial periodic irregularities of the ionospheric plasma, and has a higher accuracy and time resolution than previous methods. Measurement results illustrating the effectiveness of this method are presented.
