A scenario is proposed to account for the similar observed compositions of galactic cosmic rays and solar particles by means of common selection effects at the cosmic ray and solar particle sources. The selection effects are argued to be related to Coulomb interactions between local plasma particles accelerated with the source material, which would have thermal velocities greater than the local Alfven velocity. According to this scheme, the composition of the radiation is determined during the plasma acceleration (injection) process, rather than during a subsequent stage in which the particles attain suprathermal velocities. The sources are thus likely to be relatively cold.
