Estimates of the quiet time east-west electric field near L = 4 in the magnetosphere are made on the basis of the analysis of quiet time trends in whistler path equatorial radius. The basic data for the study were synoptic and continuous broad band VLF recordings at Eights (Antarctica), Siple (Antarctica), and Roberval (Canada). During magnetically quiet periods the equatorial radii of magnetospheric whistler paths near L = 4 exhibit a generally repeatable diurnal variation, believed to result from the rotation of the observing whistler station through a quiet day plasmaspheric flow structure that is approximately fixed in sun-earth coordinates. Information on the cross-L component of quiet day flow in the plasmasphere was obtained. There is limited day-side evidence of a decrease in the east-west electric field component with increasing equatorial distance. On the night side, the quiet cross-L equatorial pattern is characterized by relatively slow outward drifts, corresponding to a westward electric field. The substorm cross-L flow appears to be directed roughly from postmidnight to postnoon, approximately in opposition to the quiet day direction. Penetration of the day-side plasmasphere by substorm electric field is readily detected during fairly moderate disturbances.
