The global study of the health of planet Earth and the understanding of how the Earth functions as a system can best be accomplished by measurements from a series of space-based laser remote sensing instruments complementing passive remote sensing instruments by providing vertical profile information. The addition of active laser sensors to the current and planned set of passive optical instruments will provide an unprecedented capability and database for performing global change research. The deployment of laser-based sensors on a suite of small satellites will allow global coverage at reasonable cost and risk. Advances in lidar systems technologies are required in order to reduce the mass, power, size, and cost over present systems and to enable deployments of the next generation of Earth remote sensing capability on small satellites. Technology advances in diode pumped lasers, high energy diode laser pump sources, along with new receiver technologies such as tunable, narrow-band filters, detectors, and large aperture, light weight deployable telescopes provide the key to successful development of small space-based lidar systems. This paper will primarily focus on laser transmitter technologies to enable small laser based sensors for making important global climate change observations.
