The Coupled Ion Neutral Dynamics Investigation (CINDI) aboard the Communications/Navigation Outage Forecast System (C/NOFS) satellite has made continuous measurements of the charged and neutral particle environment at altitudes between 400 km and 800 km throughout the solar minimum period of 2008-2009. The observations indicate an extremely contracted ionospheric volume where the major heavy ions reside with hemispheric asymmetries consistent with expected neutral winds in the F-region. The neutral atmosphere density above 400 km altitude is unusually low as are the neutral and changed particle temperatures at night. The challenges that these observations present to models of the ionosphere and understanding the electrodynamics of the region will be discussed.
