In this work we revisit the collisional incoherent scatter radar (ISR) theory presented in Hagfors and Brockelman [1971, A Theory of Collision Dominated Electron Density Fluctuations in a Plasma with Applications to Incoherent Scattering. Phys. Fluids, 14:1143-1151] for the purpose of comparing the derived ISR spectrum using different ion-neutral collision models for the Arecibo Observatory (AO) ISR in Puerto Rico (18°N, 67°W). Specifically, we address the variation of the ISR spectrum in the lower Thermosphere for the E and upper D region of the Ionosphere between approximately 85 -150 km under the assumption of Brownian, BGK, and hard-sphere collisions. Currently, BGK is the standard collisional model assumed when fitting Arecibo ISR data to derive typical ISR parameters. The goal of this work is to examine the potential disparity of derived ISR parameters when using other collision models besides the commonly used BGK. To this end we explore the aforementioned collision models in the transition region of the Ionosphere where the plasma goes from highly collisional in the D region to near collisionless in the upper E region above Arecibo and show the resulting differences in the simulated ISR spectrum.
