Issues from the Flare Build-up Study workshop on the preflare state, based on knowledge acquired since the Solar Maximum Year, are discussed. It is noted that within a complex of active regions, there may be several locations with quite different magnetic chracteristics but with each producing its own chain of homologous flares, and it is proposed that a combination of circumstances involving magnetic shear and reconnection are required for the release of flare energy. It is found that some two-ribbon flares associated with erupting filaments occur in the absence of flux emerging beside or beneath the active filaments, and thermal catastrophes, occurring when the loop current exceeds a critical threshold determined by the length of the loop and the background magnetic field, are discussed. The relation of cancellation to flare onset and its significance in the production of shear are considered, and preflare manifestations prior to the impulsive outburst of hard X-rays are discussed.
