In theoretical studies of waves and instabilities in space, the results are rarely discussed in terms of power spectra. The purpose of the present paper is to indicate how the theoretical picture with eigenmodes in an infinite homogeneous plasma can be translated into spectral densities which vary in space and time. A model describing inhomogeneous spectral densities in a homogeneous plasma is generalized to inhomogeneous plasmas, and it is found that the incompressibility of the spectral densities in k space results in a remarkably simple transfer equation.
