Calculations are made to determine where in the high latitude ionosphere the two-stream instability discovered by Farley might occur. General agreement between calculated and observed regions of occurrence as well as general agreement in other features is obtained for the Farley instability and the diffuse type of radio aurora. No such agreement is obtained when the discrete types of radio aurora are considered. It is concluded that the diffuse radio aurora is due to the Farley instability, while the discrete types may be due to energetic particle precipitation.
