Increases of electron fluxes with energy not less than 40 keV and proton fluxes in different energy ranges that were detected on board the Prognoz-3 satellite in 1973 are analyzed. Data on parameters of the solar wind, the interplanetary magnetic field, and GCR fluxes are also used. Most of the increases are of flare origin. High-velocity fluxes of the solar wind and significant variations of magnetic field parameters were observed during the period of SCR increases, irrespective of their origin. It is shown that during the period of flare-associated increases the structure of the interplanetary medium took shape as a result of two processes occurring on the sun. The first is connected with the appearance and evolution of active centers on the sun, the formation of coronal transients, and coronal mass ejection into interplanetary space. The second is caused by the flare itself and a series of events occurring on the sun and in interplanetary space after the flare.
