Results are presented from a study of small scale ionospheric irregularities found near electron density blobs, apparently produced by soft electron precipitation. Scintillation observations using transmissions from the Navy Navigation Satellite System were used to indicate the presence of irregularities, while simultaneous measurements with the EISCAT ionospheric radar provided information on the larger structures in the background ionosphere. It is suggested that the most likely cause of the irregularities is shearing of the high velocity plasma flow in a region adjacent to the density enhancement. This region is characterized by a high ion temperature while the resulting scintillation has a shallow spectral slope.
