An analysis was made of temporal variations of the galactic-cosmic-ray modulation parameter with a rigidity of 1-25 GV in solar cycles 19 to 21. It is shown that the solar-activity dependence of these variations can be represented in a power form, where the exponent varies from 0.6-0.8 for solar minimum and from 1.5-1.6 for solar maximum, reflecting variations of the spectrum of magnetic inhomogeneities at different epochs of the solar cycle.
