A mechanism for the formation of lower-hybrid whistlers is proposed, based on Intercosmos-satellite observations. The description of these whistlers is based on an analysis of the propagation of quasi-electrostatic VLF waves at the lower-hybrid frequency. It is shown that the lower-hybrid whistlers are observable when the satellite is located below the lower-hybrid maximum; here, the frequency approximately approached by the tail of the LH whistler, corresponds to the maximum lower-hybrid frequency above the satellite.
