It is shown that in the upper D-region, where negative ions may be neglected, the effective recombination coefficient in the quadratic equation of electron balance is not kept constant at the fixed level, but is roughly proportional to electron concentration. This fact may be understood by studying the positive ion composition variations. It is shown that the ratio of clustered ion concentration to 'normal' ion concentration, f(+), decreases with an increase in electron concentration or electron balance. The simplified scheme of charged particle transformation is able to explain this behavior of f(+) by assuming that the effectiveness of 'normal' ion to clustered ion transformation varies with conditions. In the negative ion transformation scheme, two types of ions are recognized. The scheme is able to provide a decrease of the effective recombination coefficient in the lower D-region during solar flares if the photodetachment of 'stable' ions is taken to be negligible.
