In 1981 the authors conducted an extensive, low-latitude, H I 21-cm absorption survey from the VLA. The goal of the survey was to answer the following questions: (1) What is the vertical distribution of the cold H I clouds? (2) Do H I clouds get systematically warmer at high |z|? (3) Does the fraction of warm intercloud medium H I increase with high |z|? (4) How much H I has been missed in previous H I emission surveys because of optical depth effects? (5) What is the galactic distribution of cool H I clouds? The authors present preliminary results which shed some light on the first four questions.
