A model is presented to explain the radial evolution of the power spectra of interplanetary Alfvenic fluctuations found by Bavassano et al. (1982) based on the magnetic field data of Helios 1 and 2. The equations governing the variations of the fluctuation vectors are derived from MHD equations. The correlation moment equation of the fluctuations is derived from these governing equations. After introducing the Fourier transforms of the moments and evaluating the third-order correlation moments with the method of dimensional analysis, an equation governing the power spectrum of the fluctuations is obtained. An analytical solution of the spectrum equation is presented and compared with observations. The result is in agreement with the Helios observations in that the spectral slope increase, for the frequency range lower than 0.0025 Hz while remaining almost unchanged for the range higher than 10 to the -1.5 Hz, and in that the radial gradient of the power spectrum densities increases with increasing frequency.
