The question of whether the apparent uniformity of binary pulsars can be reconciled with the timing data for single radio pulsars that have been binaries for some time is considered. The assumption in most theories that the neutron star is slowed down by the combined action of a plasma-current torque and a vacuum-wave torque has led to the conclusion that there is a deficiency in old pulsars, as well as a variation of the inferred magnetic moments by two orders of magnitude. In light of these considerations, a new pulsar slow-down model is proposed which predicts four different slow-down epochs from evolutionary changes of the magnetosphere, dominated by different braking mechanisms. The model assumes that all neutron star masses, magnetic moments and initial rotation periods are equal, and shows that no direct relationship can exist between the slow-down age and the true age of the pulsar, with a pulsar birth rate of one per 100 yr.
