The paper examines the physical properties, chemical composition, spatial distribution, dynamic behavior, and possible production mechanisms of the interstellar dust, and attempts to relate these to current theories on the evolution of galaxies, stars, and spiral arms. Some data are presented on the extinction and polarization of star light as it passes through the interstellar dust as a function of wave number and on the albedo of individual dust particles from the UV to the visible range. Estimates of the temperature and charge distribution in dust particles are discussed. Attempts to relate extinction and spatial distribution of dust particles by the Kramers-Kronig relations are examined.
