Advantages and disadvantages of the scheme of the horizontal meridian circle (HMC) at Pulkovo are analysed. The cases of real absence of flexure errors are considered, high stability of the system of the horizontal circle is shown. It is noted that the introduction of full automation essentially increases the capabilities of the HMC. Several proposals are given with the aim of improving the HMC system.
