It is shown that EISCAT can be used to measure plasma velocities (and electric fields) in both multistatic and monostatic modes. The standard error in a single measurement can be obtained by comparing consecutive measurements at a given height or simultaneous measurements at different heights. An expression for the standard error after integration echoes from n pulses is given for observations made with a 360 microsec pulse.
