The author discusses the physical processes through which the solar wind energy, once it has entered the magnetosphere, is redistributed and dissipated through the process known as the magnetospheric substorm. Based on the nature of the physical processes involved, the author discusses the possibility of being able to predict the locale and level of the high latitude ionospheric perturbations which result from the action of the precipitation of energetic particles into the upper atmosphere as part of the electromagnetic coupling of the outer magnetosphere to the ionosphere.
