The heliolatitudinal variation of average solar wind velocity in IMF sectors of opposite magnetic polarity observed near the earth is investigated assuming (1) a heliomagnetic field with a magnetic quadrupole in addition to a dipole and (2) heliomagnetic latitudinal organization of solar wind velocity. The presence of heliomagnetic quadrupole is found to introduce a north-south asymmetry in the solar wind speed distribution about the heliographic equator depending on the geometry of the heliospheric current sheet. For this system a higher average solar wind velocity can be observed during a solar rotation period in non-dominant IMF sectors for some heliolatitudes where IMF sector structure is observed.
