It is shown that variations of decreasing-period pulsations in the solar cycle are determined by changes in the character of active processes in the solar wind. The maximum of the occurrence frequency of these pulsations in solar minimum years is formed due to the excitation of pulsations on the background of recurrent high-velocity streams of the solar wind. Intense flare activity suppresses the generation of decreasing-period pulsations at the cycle maximum.
