It is shown that the position of flaring arches relative to the region of precipitation of energetic electrons is one characteristic of a substorm. Strong substorms are initiated with activation within this region. The explosive phase of a weak substorm beginning outside the belt of precipitation of energetic electrons is composed of a series of activations in which each successive activation is located at basically lower latitudes.
