The anomalous conductivity in the plasma sheet in the magnetotail is evaluated on the basis of turbulence measurements. It is shown that the Hall current generated by the morning-evening field, when it is polarized, generates a transverse electric field which, in the projection onto the ionosphere, is directed toward the equator. As a result, the sheet current that is directed from morning to evening is determined by the effective Cowling conductivity in the sheet, whose value (about 10 to the 6th/s) is about four orders of magnitude greater than the Pedersen turbulent conductivity.
