The basic positions of the Norwegian program of investigations on the Spitzbergen archipelago in the field of cosmic physics within the framework of the international program of modeling of near-earth space (Geospace Environment Modeling-GEM) proposed by American scientists, which in turn is a component part of the international project Solar-Terrestrial Energy Program, are outlined. It is shown that Spitzbergen is a unique site for making observations of geomagnetic and auroral phenomena in the polar cusp.
